NTT: Only because of the music-box-ness of the first bit, I'll put in Lyadov. Because of the Carl Stalling-esque shifts, I'll also put in John Alden Carpenter (only know his Krazy Kat, but this made me think of it). The hint does not help me know if I am anywhere close...

I like Tamara's guess of Respighi. I'll add to the bucket Rimsky-Korsakov, because of the creative orchestration (was that a celesta?), and Herbert Howells (because it's a Maestro Will special).

NTT: 100% sounds like it was written for a Warner Brothers cartoon, but if you say tone poem, I believe you. Definitely reminds me of Respighi, but I don't think it's the Pines or Fountains of Rome, so maybe something else he wrote? Are those out of fashion? I don't have my finger on the pulse, so I wouldn't really know.
